Cross Connection Control Program

By-law 2005-20, which was passed by Midland Council on November 28, 2005, regulates Cross Connection and Backflow Prevention on plumbing systems ensuring the protection of the Town of Midland's drinking water supply and distribution system from contamination.

By-law 2005-20 applies to all industrial, commercial, institutional and specific multi-family residential buildings, within the Town of Midland.  Under the by-law, property owners are required to retain the services of a qualified approved tester (as defined in the by-law) to perform a survey to identify possible cross connections and existing backflow prevention devices.

Cross connection is an existing connection or potential connection between a potable water system and a source of pollution or contamination.  Such pollutants could include gases, liquids, chemicals, non-potable water and other substances. 

Backflow refers to the flowing back of or reversal of the normal direction of water flow.

Backflow prevention ensures that potable water is protected against the entry of contaminants, pollutants, infectious agents or other materials or substances.  This is achieved through the installation of an appropriate backflow prevention device at the water connection where this potential exits.

Backflow can occur when there is a reduction or stoppage in the main water supply pressure or when the downstream water pressure exceeds the supply pressure.  Under these circumstances, if a contaminated source exists, there is the possibility that it can then enter through a cross connection with the potable water.

The Cross Connection Control Program is a combined cooperative effort between the Town of Midland, the approved qualified testers, and the property owners.  Through the implementation of the program and this combined cooperative effort, the Town of Midland is maintaining the integrity of the quality of water and ensuring we continue to meet and exceed the drinking water standards as mandated by the Province of Ontario.
